Green Stormwater Outreach RFQ
Thurston Conservation District (District) invites responses from qualified consulting firms to complete a green stormwater outreach and training campaign in Thurston County, WA. TCD is a local non-regulatory subdivision of state government, which matches local natural resource concerns and needs with applicable technical assistance and financial resources to solve on the ground conservation issues with proven effective conservation practices.
The purpose of the RFQ is to solicit qualifications from firms in the green stormwater infrastructure and social marketing industries to facilitate the Thurston County Green Stormwater Infrastructure Influencer Training Program.
Eligibility: This procurement is open to those consultants who are available to work in Washington State.
Timeline:
- June 1, 2026: Release RFQ
- June 1-10, 2026: RFQ Q&A
- June 22, 2026 at 11:59pm: Submissions due

Green Cove Creek Habitat Restoration Project Request for Bids
This project provides construction of the Green Cove Creek Habitat Restoration Project in accordance with the attached plans and special provisions.
The Project involves implementation of the following elements:
- Removal and disposal of 6-8 abandoned ecology block bridge abutments
- Placement of two logs with rootwads attached (staged at site and supplied by TCD)
- Removal and disposal of asphalt and roadbed material as described in the plans
- Procurement and placement of mulch as described in the plans
- Procurement, haul and stockpiling of mulch as described in the plans.
- Site Restoration
Engineer’s Estimate (Construction Work Only): $28,000-$39,000
Bids for the following project will be received until 10:00am June 29th, 2026, via email at katrinka@thurstoncd.com. There will be a mandatory pre-bid meeting on Thursday, June 18th, 2026, at the project site starting at 3pm. This project is subject to prevailing wage requirements per RCW 39.12.020, and award of this project is contingent on final grant funding approval.
Attendance at the pre-bid meeting is mandatory to submit a bid for this contract.
All prospective bidders must attend a mandatory site visit. Bids will not be accepted from any bidders not present at the mandatory site visit.
